Intreguing lyrics.

I believe that the verses are straight-forward: he's fed up with the rows his girlfriend or wife starts:

"Don't say words you're gonna regret Don't let the fire rush to your head I've heard the accusation before And I ain't gonna take any more".

But...

The reference to an "accusation" put me on the scent for the meaning of the chorus.

"I am the eye in the sky Looking at you I can read your mind I am the maker of rules Dealing with fools I can cheat you blind And I don't need to see any more To know that I can read your mind, I can read your mind"

The speaker has changed. Who is it? Is it a part of the boyfriend's mind taking flight from the row and looking at her dispassionately, as from above? Yet it can't be the boyfriend. He just said:

"Cause I ain't gonna live anymore believing Some of the lies while all of the signs are deceiving".

A man bothered about lies isn't suddenly going to tell us he can "cheat you blind".

So the "I" of the chorus is someone else. He's listening to his girlfriend and realises the words are not part of her personality. She's speaking as if she has the personality of another inside her.

The "I" is this personality speaking through her eyes, as it looks at the boyfriend.

Now it becomes easy. The cover shows not only the Egyption Eye of Horus, but the diamond tear under the eye. And the "accuser" is the origin of only one name. The first is the occult symbol for Lucifer - meaning the 'bringer of light'. Hense the light in her eye. And the second means 'devil'. The rows are just a manifestation of something deeper. She's chosen the other side.
